Firing Range Operations and Maintenance with Metals Reclamation
Southern Arizona Law Enforcement Training Academy, AZ
Overview: MT2 was contracted to provide firing range operations, maintenance and metals reclamation.
MT2 Services: MT2’s project tasks included: Pre-Construction Site Preparation: Underground utility locate, erosion and sediment control, site clearing, permits and licensing, site assessment and soil characterization. Lead Removal and Recycling: Excavation and soil processing of berm materials to separate debris, gravel rock and bullet fragments; Containerization and recycling of recovered bullets and bullet fragments. Lead Contaminated Soil Remediation: Guaranteed ECOBOND® chemical conversion treatment of lead impacted lead fines and particles to achieve Resource Conservation & Recovery Act (RCRA) Toxicity Characteristic Leaching Procedure (TCLP) criteria of less than 5.0 mg/l for TCLP Pb; and Reuse of soil meeting design criteria in backstops. Construction Management: Construction supervision and inspection services, testing, shop drawing review, and management services; Permits and fees, QA/QC; and employing measures to meet Air Quality/Fugitive Dust Control requirements. Range Construction and Re-Construction: MT2 provided range improvement services including improvements to the range configuration to enhance future lead recovery and provide further environmental protection and shooter safety including the reuse of chemically stabilized soils, purchase and installation of ballistic sand/material to backstop and berm faces, and purchase and installation of erosion control matting. Additional tasks included: Purchase, deliver and install Decomposed Granite to Range floor; Purchase, deliver and apply Soil-Loc Polymer to 2”; Grade/level/prepare/install 4” thick 3500 psi concrete; Extend the western side berm for new portions of the Western Utility Range to a minimum of 8 feet high and an estimated 138’ long (MT2 used ~ 600 CY from range floors excavations, plus an additional estimated 750 CY of new material); Construct masonry side wall, Inverted T Wall, and placement of Pre-cast concrete panels; final survey upon completion of improvements; and As-Built drawings of all improvements. Site Restoration: Placement of soil for beneficial onsite re-use, final grading, stabilization of range floor, and demobilization
Outcome: Final Reporting and completion of a Range Environmental Stewardship Plan.
Lead Management and Berm Reconstruction
Sunset Hills Shooting Range, PA
Overview: MT2 was contracted to perform environmental lead recovery activities at the Sunset Hills Shooting Range Public Range (Rifle/Pistol), Public Range Backstop Apron Area, 100-yd rifle backstop berm (behind Public Range area), and Stockpiled soil from the Public Range.
MT2 Services: MT2’s project objectives were to support the Client in mitigating potential physical, occupational, and environmental hazards associated with high concentrations of lead in the range soils; as well as achieving compliance with USEPA and NRA recommended firing range environmental Best Management Practices (BMPs). All lead recovery activities were performed to EPA Firing Range Best Management Practices guidelines and applicable state regulations.
Outcome: MT2 environmental lead recovery activities included: Removal of lead fragments and hazardous material from soil via screening to separate debris, gravel rock and bullet fragments; Recycling recovered lead bullet fragments, and re-installation of processed soils onto a firing range berm to allow for continued use.
Lead Removal and Berm Restoration
MCAS Miramar, CA
Overview: MT2 was contracted to provide outdoor firing range lead maintenance activities for the MCAS A Duffy Town Training Range including cost-effective lead reclamation, recycling, and berm restoration. The agency required maintenance to remove bullet and bullet fragments in order to improve shooter safety and environmental conditions at the range. The MCAS A Duffy Town Range consists of four priority rifle/pistol ranges.
MT2 Services: MT2 performed a pilot test of the screening process to assess and optimize separation to meet project criteria. Successful performance was confirmed to allow full-scale operations. The project objective was to provide necessary and appropriate maintenance activities for the range following US EPA Best Management Practices for Firing Ranges, to minimize cleanup costs and address future potential liabilities that could negatively impact future use plans for the range. MT2 performed project tasks in compliance with strict State of California and San Diego County air quality requirements, as well as applicable US DOD, US EPA and OSHA regulations.
Outcome: MT2 tasks included: Range assessment and specification evaluation; Excavation of ~700 CY of lead-impacted berm soils; Processing soil to cost-effectively remove 85%-95% of lead bullets/bullet fragments and separate oversize materials to improve shooter safety; Recovery and recycling of ~180,000 lbs of lead bullets/bullet fragments (lead recycling value was greater than the cost of MT2 services); and Returned processed fines to berm face to restore the berm to its approximate pre-lead removal configuration.
Range Maintenance and Improvements
Santa Clara County Sheriff’s Office Range, CA
Overview: MT2 successfully completed cost-effective lead removal and recycling while meeting strict dust control measures, takedown and reconstruction, and construction management including QA/QC, safety, and subcontractor management (procurement, compliance, and oversight); and project schedule and budget compliance. The project was completed successfully and within schedule and budgeting parameters.
MT2 Services: MT2’s primary project objective was to mitigate potential physical, occupational, and environmental hazards associated with the presence of lead in the range soils; as well as achieving compliance with USEPA and NRA recommended firing range environmental Best Management Practices (BMPs). All lead recovery activities were performed to EPA Firing Range Best Management Practices guidelines and applicable state of California regulations.
Outcome: MT2 managed construction activities, coordinated and directed MT2 personnel, subcontractors, vendors and suppliers to prevent delay, and inspected work in progress to ensure that workmanship conformed to specifications and the adherence to project schedules.
Mississippi Law Enforcement Officer Training Academy, MS
Overview: MT2 provided Environmental Firing Range Maintenance Services including Lead Recovery with an alternative option for selective lead recovery and recycling.
MT2 Services: Under this option The Training Center realized significant reductions in the amount of lead in the Rifle and Pistol Range berms. This resulted in improved safety for shooters and the environment; The Training Center maintained compliance with U.S. EPA Best Management Practices (BMPs) for Outdoor Shooting Ranges; and MT2 assessed and screened berm soils and recovered over 100 tons of lead for recycling. MT2 tasks included Removal of lead fragments and hazardous material from soil via screening; Recycling recovered lead; and Restoring treated soils to reconstruct firing range for re-use.
Elkhart County Sheriff’s Department Firing Range, IN
Overview: MT2 was contracted to perform environmental lead recovery activities at the Elkhart County Sheriff’s firing range.
MT2 Services: MT2 performed lead reclamation and recycling in accordance with applicable federal and state laws, rules, and regulations including OSHA Standard 1920, US EPA and Indiana Department of Environmental Management (IDEM) Best Management Practices (BMPs) for Outdoor Shooting Ranges. MT2 project tasks included 1) Plan preparation (including work plans and safety plans, as well as fugitive dust and erosion control plans and permits), mobilization, and site set up and preparation; 2) Excavation of lead-impacted soils in areas and to depths deemed economically feasible to recycle lead by MT2’s Project Manager. These areas will include backstop berms, and possibly the range floor in front of berms, tops of berms, and areas behind berms; 3) Physical separation of lead bullet fragments from excavated range soils, while employing measures that will meet Fugitive Dust Control requirements as needed; 4) Containerizing, loading, transporting, and recycling of recovered lead at a licensed recycling facility, and provision of certificates of recycling; 5) Replacement of screened fines to the range berms and 6) Demobilization/Final Reporting.
Greeley Police Department Shooting Range, CO
Overview: MT2 was contracted to perform bullet trap lead removal and removal/replacement of ballistic granulated rubber media at the Greeley Police Department outdoor small arms range located approximately.
MT2 Services: MT2 range lead remediation tasks included: 1) Removal of lead fragments from the rubber berm trap, including the removal of bullets, casings, soil and debris from the rubber berm trap; 2) Repair of existing rubber berm and replaced recycled rubber media back on the containment area; 3) Installed additional new rubber media as needed to the back stop slope to meet specifications for correct angle and a depth of 24’’ minimum per drawings; and 4) Containerized hazardous wastes created during the project for proper transport and disposal including collected shooting related debris, PPE and HEPA filters.
Lead Eradication & Refurbishment
Chatham County Firing Range, GA
Services: MT2 provided cost-effective lead removal/recycling and range improvements including: Lead Separation using one of our proven multi-tiered soil processing units and proprietary lead finishing system to ensure recovery of the maximum amount and highest quality of lead for recycling; Guaranteed lead soil treatment using our proven ECOBOND® lead stabilization technology to meet RCRA 5.0 mg/L TCLP Pb and USA EPA Best Management Practices (BMPs) for Lead at Outdoor Shooting Ranges (US EPA, 2005).
Outcome: Upon successful treatment, allowing for safe and compliant reuse during range restoration and for berm improvements on the range site; and Range improvements and restoration to improve backstop berms and side berm heights and slopes to enhance safety at the range and at neighboring properties completed in strict compliance with applicable regulations, specifications, and recommended best management practices.
Bullet Trap Lead Removal and Remediation
Five Points Correctional Facility, NY
Overview: MT2 was contracted to perform bullet trap lead removal and removal/replacement of ballistic granulated rubber media at the Five Points Correctional Facility outdoor small arms range located approximately two miles south of Romulus, New York.
MT2 Services: Range lead remediation shall include: 1) Separation of spent ammunition (lead bullets and bullet fragments) from Grantex rubber backstop 2) Containerization of recovered lead for recycling; 3) Removal, replacement, separation and replacement of Grantex rubber into the bullet trap to allow for continued use; and 4) HEPA vacuum the trap and surrounding hard surfaces.
Susquehanna Nuclear Power Plant, PA
Overview: MT2 was contracted to provide cost-effective firing range lead maintenance a bullet trap/berm with rubber media.
Outcome: The firing range is a static range; bullets are fired at stationary targets from a firing line. MT2 removed Kevlar and unwanted ballistic rubber from the berm face; separated lead bullets from the rubber media within the trap; replaced degraded and lost rubber media (MT2 installed Ballistic Rubber to attain a uniform depth of approximately 6” within the backstop berm); and recycled recovered lead bullets..
