Overview: MT2 was contracted to provide firing range operations, maintenance and metals reclamation.
MT2 Services: MT2’s project tasks included: Pre-Construction Site Preparation: Underground utility locate, erosion and sediment control, site clearing, permits and licensing, site assessment and soil characterization. Lead Removal and Recycling: Excavation and soil processing of berm materials to separate debris, gravel rock and bullet fragments; Containerization and recycling of recovered bullets and bullet fragments. Lead Contaminated Soil Remediation: Guaranteed ECOBOND® chemical conversion treatment of lead impacted lead fines and particles to achieve Resource Conservation & Recovery Act (RCRA) Toxicity Characteristic Leaching Procedure (TCLP) criteria of less than 5.0 mg/l for TCLP Pb; and Reuse of soil meeting design criteria in backstops. Construction Management: Construction supervision and inspection services, testing, shop drawing review, and management services; Permits and fees, QA/QC; and employing measures to meet Air Quality/Fugitive Dust Control requirements. Range Construction and Re-Construction: MT2 provided range improvement services including improvements to the range configuration to enhance future lead recovery and provide further environmental protection and shooter safety including the reuse of chemically stabilized soils, purchase and installation of ballistic sand/material to backstop and berm faces, and purchase and installation of erosion control matting. Additional tasks included: Purchase, deliver and install Decomposed Granite to Range floor; Purchase, deliver and apply Soil-Loc Polymer to 2”; Grade/level/prepare/install 4” thick 3500 psi concrete; Extend the western side berm for new portions of the Western Utility Range to a minimum of 8 feet high and an estimated 138’ long (MT2 used ~ 600 CY from range floors excavations, plus an additional estimated 750 CY of new material); Construct masonry side wall, Inverted T Wall, and placement of Pre-cast concrete panels; final survey upon completion of improvements; and As-Built drawings of all improvements. Site Restoration: Placement of soil for beneficial onsite re-use, final grading, stabilization of range floor, and demobilization
Outcome: Final Reporting and completion of a Range Environmental Stewardship Plan.
Lead Removal and Berm Restoration
MCAS Miramar, CA
Overview: MT2 was contracted to provide outdoor firing range lead maintenance activities for the MCAS A Duffy Town Training Range including cost-effective lead reclamation, recycling, and berm restoration. The agency required maintenance to remove bullet and bullet fragments in order to improve shooter safety and environmental conditions at the range. The MCAS A Duffy Town Range consists of four priority rifle/pistol ranges.
MT2 Services: MT2 performed a pilot test of the screening process to assess and optimize separation to meet project criteria. Successful performance was confirmed to allow full-scale operations. The project objective was to provide necessary and appropriate maintenance activities for the range following US EPA Best Management Practices for Firing Ranges, to minimize cleanup costs and address future potential liabilities that could negatively impact future use plans for the range. MT2 performed project tasks in compliance with strict State of California and San Diego County air quality requirements, as well as applicable US DOD, US EPA and OSHA regulations.
Outcome: MT2 tasks included: Range assessment and specification evaluation; Excavation of ~700 CY of lead-impacted berm soils; Processing soil to cost-effectively remove 85%-95% of lead bullets/bullet fragments and separate oversize materials to improve shooter safety; Recovery and recycling of ~180,000 lbs of lead bullets/bullet fragments (lead recycling value was greater than the cost of MT2 services); and Returned processed fines to berm face to restore the berm to its approximate pre-lead removal configuration.

Services: MT2 provided cost-effective lead removal/recycling and range improvements including: Lead Separation using one of our proven multi-tiered soil processing units and proprietary lead finishing system to ensure recovery of the maximum amount and highest quality of lead for recycling; Guaranteed lead soil treatment using our proven ECOBOND® lead stabilization technology to meet RCRA 5.0 mg/L TCLP Pb and USA EPA Best Management Practices (BMPs) for Lead at Outdoor Shooting Ranges (US EPA, 2005).
Outcome: Upon successful treatment, allowing for safe and compliant reuse during range restoration and for berm improvements on the range site; and Range improvements and restoration to improve backstop berms and side berm heights and slopes to enhance safety at the range and at neighboring properties completed in strict compliance with applicable regulations, specifications, and recommended best management practices.
