New York City Police Department- Bronx, New York
Overview: Since 2002, MT2 has been providing ongoing firing range Operations and Maintenance, Lead Recovery and Recycling, Soil Stabilization, and Construction Services at the New York Police Dept. Rodman’s Neck outdoor firing range.
MT2 Services: MT2 services include: Site Preparation: Underground utility locate, erosion and sediment control, site investigation and soil characterization; Lead Removal and Recycling: Excavation and soil processing of berm materials to separate debris, gravel rock and bullet fragments; Containerization and recycling of recovered bullets and bullet fragments. To date, MT2 has recovered ~750,000 pounds of lead; Lead Contaminated Soil Remediation: Guaranteed ECOBOND® treatment of lead impacted lead fines and particles to meet TCLP, MEP, SPLP, and
pH Construction Management: Construction supervision, inspection, and management services; QA/QC; Range Construction and Re-Construction: MT2 implemented a maintenance program that includes recovery of lead bullets and bullet fragments from impact areas; sampling, analysis and monitoring soil and groundwater conditions; recycling recovered lead; soil treatment, and re-installation of processed soils onto firing range berms to allow for continued use; and Site Restoration: Placement of soil for beneficial onsite re-use, final grading, and demobilization.
Maintenance and Lead Recovery
San Bernardino County Sheriff’s Dept. Firing Range
Overview: MT2 was contracted by the San Bernardino County Sheriff’s Department to provide outdoor firing range lead maintenance activities for the Fire Arms Training Range. The Department required maintenance to remove bullet and bullet fragments in order to improve shooter safety and environmental conditions at the range.
MT2 Services: The facility consists of three pistol ranges, a long rifle range and a two-position trap and skeet range. Based on usage records, 60 Agencies have utilized the facility and shoot an estimated one million rounds a year, plus an estimated 150,000 to 200,000 shot gun rounds are fired a year at the trap and
skeet range. MT2’s project objectives were to support the Department in mitigating potential physical, occupational, and environmental hazards associated with high concentrations of bullet fragments in the action pistol pits soils/berms; as well as achieving compliance with US EPA and NRA recommended firing range environmental Best Management Practices (BMPs).
Outcome: MT2 range maintenance tasks included 1) Excavation of impacted backstop berms and removal (via screening) bullets and bullet fragments from soil; 2) Recycling of recovered bullets and bullet fragments; 3) Re-installation of processed soils onto a firing range berm to allow for continued use; and 4) Shot recovery and recycling.
Lead Reclamation and Remediation
Texas Department of Public Safety Firing Range, TX
Overview: MT2 performed lead reclamation and soil treatment at the Texas Department of Public Safety Ranges including the Pistol Range, Rifle Range, and Tactical Range.
MT2 Services: MT2’s technical approach included the following tasks 1) Plan preparation, mobilization, and site set up and preparation; 2) Excavation of an estimated 1,300 cyds of lead-impacted soils; 3) Physical separation of ~71,000 lbs lead bullet fragments from excavated range soils while employing measures
to meet fugitive dust control requirements; 4) Guaranteed ECOBOND® treatment of lead-impacted range soils (berm reconditioning); 5) Containerizing, loading, transporting, and recycling of recovered lead; 5) Replacement of screened fines to the range berms; and 6) Installation of erosion blanket on berm faces.
Indoor Firing Range Lead Maintenance
Denver Police Department, CO
Overview: MT2 performed bi-annual rubber bullet trap clean out of the City and County of Denver indoor police firing range to reduce potential of ricochets to the officers and reduce the amount of lead for the protection of the officers. The range is comprised of a rubber backstop bullet containment area of 75’ wide by 25’ tall by 2’ deep and the trap is built up of rubber media 2’ deep on a ¼” steel plate.
MT2 Services: MT2’s range maintenance tasks included: installing a double
containment system prior to starting the work to confine the work area and protect the rest of the facility during project execution; installing a negative air system to increase air flow to MT2 workers and protect the facility from potential of lead dust; removing rubber granules and lead from the rubber bullet trap; separated the lead from the rubber granules on a continuous basis to minimize time on-site; and installed fire retardant to the berm while replacing the rubber granules back onto the range. The lead collected was a very high value and was recycled to offset project costs.
Outcome: The City of Denver received an improved range to protect the officers from ricochets and lead dust in the environment.
Lead Recovery and Contaminated Soil Remediation
Las Vegas Metro Police Dept, NV
Overview: MT2 was contracted by Clark County to support the upgrade of their range.
MT2 Services: This included the preparation and annual update of an Environmental Stewardship Plan (ESP), firing range lead recovery and maintenance, ECOBOND® stabilization treatment of lead contaminated soils at the City’s outdoor firing range. MT2 provided lead remediation to standards acceptable for future improvement and expansion or range facilities. MT2’s site-specific ECOBOND® treatment formula successfully treated lead in the soil to the required RCRA level of less than 5.0 mg/l TCLP lead.
Outcome: MT2 processed approximately 2,000 cubic yards of lead contaminated soil. MT2 tasks included: Removal of bullets, bullet fragments, and lead contaminated soils from the impact berms, side berms, and top/backside of the impact berm; Screening of the lead impacted soils to recover bullets and bullet fragments followed by recycling of lead; Treatment of lead contaminated soils to chemically stabilize remaining lead with ECOBOND; and Post treatment confirmation sampling and analysis lead impacted soils.
Lead Reclamation and Maintenance
Kissimmee Firing Range, FL
Overview: MT2 was selected to provide cost-effective lead reclamation and maintenance services for the City of Kissimmee firing range. This site included 6 rifle/pistol ranges (A, B, C, D, E, and F).
MT2 Services: MT2 project tasks included: Site Setup and preparation, excavation, soil processing using MT2’s proprietary lead processing equipment to remove bullet fragments, onsite XFR field screening to optimize soil quantiles and lead recovery; guaranteed ECOBOND® treatment of lead-impacted soils per US EPA and State of Florida Best Management Practices, berm improvements including replacement of screened and treated soil to backstop berms (ranges E & F) in lifts and compaction using standard construction equipment, staging of additional treated soils for beneficial onsite re-use, lead recycling, and site restoration.
Outcome: MT2 excavated and processed ~ 1,000 CY of range soils and recovered 52,957 lbs of lead.
Firing Range Maintenance and Upgrade
Seattle Police Department, WA
Overview: The Seattle Police Department has multi-agencies using the training facility that includes over eight active ranges. MT2 was contracted to provide range maintenance and upgrades including lead removal, lead impacted soil treatment, and range reconstruction.
MT2 Services: MT2 performed firing range lead reclamation of bullets/bullet fragments to greater than 95% removal by utilizing MT2’s proprietary and specialized screening and finishing plants to produce the highest value lead for recycling and provide an offset to project costs for the client. The upgrade and restoration of the ranges included: reconfiguring dimensions of the ranges to meet NRA standards; installing eyebrows on top of each range to reduce the potential for overshot; and treating lead impacted soils with ECOBOND® treatment to meet regulatory requirements. MT2 documented this work in a final report along with environmental stewardship plan to allow the range master to have a planning tool/document for future activities at the range.
Outcome: For each of their ranges, Seattle PD received improved safety by eliminating potential of overshot; significantly reduced the potential for ricochets, and removed lead from the environment. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite, providing significant cost savings. Further, all environmental and regulatory requirements were met.
Regular Maintenance of Multiple Ranges
El Paso County PSTF, CO
Overview: MT2 has been contracted regularly to implement an operations and maintenance program at the El Paso County Public Safety Training Facility Range to maintain environmental and safety standards. El Paso County has four active ranges on one property. MT2 maintains the ranges to allow no interruption to the Police training schedules, while meeting the County and City requirements for safe use of range by their officers. This contract is part of an ongoing range maintenance program implemented by MT2 at this range in 2002, 2009 and 2012.
MT2 Services: MT2’s range maintenance tasks include utilizing MT2’s proprietary screening and finishing equipment to effectively remove greater than 95% of the lead from range for lead reclamation and recycling. MT2 treats the soils with ECOBOND® reagent to meet requirements that the lead is chemically bound to protect the environment. MT2 provides firing range maintenance and restoration services, as well as firing range enhancements such as stormwater control and the reconstruction of the range berm that allows additional training to safely take place close to the range to simulate real life scenarios.
Outcome: MT2’s proprietary screening and finishing systems provide highly effective lead removal for recycling, that when combined with MT2’s ECOBOND® lead stabilization technology provides increased environmental and shooter safety at a significant client savings.
Annual Range Maintenance
North Las Vegas Police Department, NV
Overview: MT2 provides annual firing range maintenance at the City of North Las Vegas Police Department Range to implement firing range environmental stewardship management, improve shooter safety, and improve future lead recovery.
MT2 Services: The City of North Las Vegas has two active police firing ranges on the property. MT2 provides annual services with minimal interruption to training schedules while meeting the City’s safety requirements. MT2’s range maintenance tasks include: firing range lead reclamation and recycling utilizing MT2’s proprietary and specialized screening and finishing equipment to effectively remove greater than 95% of bullets/bullet fragments from the range and produces high value lead for recycling; ECOBOND® treatment of lead impacted soils to meet strict environmental requirements; firing range maintenance and restoration services including berm reconstruction and range enhancements; stormwater control including removing stray bullet fragments from waterways that could potentially enter Meade Lake; and yearly environmental stewardship assessment and planning to provide a planning tool for the range and to demonstrate compliance with firing range best management practices. MT2 meets strict air quality requirements to protect workers and range personnel from fugitive or lead containing dust.
Outcome: The City of North Las Vegas Police Department is able to continue utilize a highly valuable training range for their officers and other agencies that meets both environmental and safety requirements. MT2’s ECOBOND® treatment, deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite, providing significant cost savings. All environmental and regulatory requirements were met.
Turnkey Operating Range Maintenance and Update
Southern Arizona LETC, AZ
Overview: MT2 was contracted by Southern Arizona Law Enforcement Training Center in Tuscon, Arizona to provide turnkey firing range maintenance and implement range upgrades including dust control on range floors; installing concrete retaining wall to divide ranges; installation of concrete sidewalks at specific training positions; lead removal and treatment of lead impacted soils. This training facility had 4 active ranges.
MT2 Services: MT2 performed firing range lead reclamation of bullets/bullet fragments to greater than 95% removal by utilizing MT’s proprietary and specialized screening and finishing plants. This included vibratory and pneumatic systems to enhance lead recovery and to receive the highest recycled value to as an offset project costs to the range. The upgrades and restoration of the ranges included: reconfiguring range dimensions to meet NRA standards; installing erosion control blankets for slope stabilization; installing Soil-Loc to enhance the range floor both to control dust and expand the training area on each range; installing a concrete retaining wall to divide two of the ranges, which allowed both ranges to be utilized at the same time for training; expanding side berms to redirect stormwater flow and expand training area of the range; and installing concrete sidewalks to specific firing position location to expand the number of officers who can target practice at one time. MT2 met strict air quality requirements to protect range personnel and meet local permitting requirements. MT2 documented this work in a final report along with environmental stewardship plan to allow the range master to have a planning tool/document for future activities at the range.
Outcome: SALETC received a state-of-the-art range, which enhanced their shooting experience; increased shooter safety; and increased the amount of officers that can be trained at one time. MT2’s ECOBOND® treatment, and deployment of MT2’s specialty equipment and proprietary field techniques allow for beneficial reuse of soils onsite providing significant cost savings. All environmental and regulatory requirements were met.
